Anticorruption asks for prison for five former PP positions for facilitating the Punic plot to “colonize” several municipalities | Spain
The Anti -Corruption Prosecutor’s Office has presented an extensive accusation brief against five former PP positions in Madrid (three former mayor, a former mayor lieutenant and a former head of the conservative party cabinet) for his involvement in piece 5 of the macrosumario of the Punic case –The plot that had as an epicenter the businessman David Marjaliza and Francisco Granados, regional advisor during the governments of Esperanza Aguirre. In that document, to which the country has had access, the Public Ministry asks that these five prosecuted be condemned up to 14 years in prison for facilitating that the corrupt network « colonized » the municipalities of Valdemoro and Torrejón de Velasco to love public awards.
In his accusation brief, Anticorruption asks that José Carlos Boza, who was mayor of Valdemoro (83,000 inhabitants) to 14 years in prison, already his former head of Cabinet, Alfredo Ovejero. The Prosecutor’s Office also claims 11 years and 8 months of imprisonment for José Miguel Moreno, who had previously occupied the regidor’s post in the same Madrid municipality and later was regional PP deputy. And, on the other hand, the public accusation requests 7 years and 11 months in jail for José Javier Hernández, former deputy mayor of Valdemoro; and 3 years and 4 months for Gonzalo Cubas, former mayor of Torrejón de Velasco (Madrid, 4,800 inhabitants) and brother -in -law of Marjaliza. Among others, the cause includes crimes of prevarication, embezzlement, bribery and influence peddling.
He Punic case It is a macrosumario with more than a dozen research lines (called separate pieces). In each of them different irregularities have been investigated around Marjaliza and Granados. This piece 5, according to the Prosecutor’s Office, has focused on the contracts obtained irregularly by the business of the businessman in Valdemoro, Torrejón de Velasco and Serranillos of the Valle former mayor of Serranillos (4,600 inhabitants) under the acronym of the Madrid Democratic Union; and Juan Carlos Moreno and Jesús Molina, former auditor and general secretary of the City of Valdemoro, respectively.
On April 23, after receiving the prosecution of the Public Ministry, the investigating judge Antonio Piña issued an oral trial opening order against these 19 prosecuted indicated by the Prosecutor’s Office. Granados was prosecuted in 2023 by these irregularities of piece 5, but the Criminal Chamber of the National Court decided to finally exclude it from this future oral view. As the former PP councilor claimed, the concessions under suspicion in this part of the cause were given after he had left the mayor of Valdemoro and even, in some cases, when he had already left the policy.

The relationship with Valdemoro and Granados. Marjaliza, who began collaborating with justice after his arrest a decade ago, Valdemoro turned one of the epicenters of his dark businesses. There he had woven a great friendship with Granados, which occupied the Mayor’s Office between 1999 and 2003. According to the summary, thanks to that relationship, the businessman was expanding his influence network, which he maintained in this City Council after the departure of the advisor of Aguirre. Before assuming the cane of command of said local administration, José Miguel Moreno was part of the municipal government led by Granados, as Councilor for Urban Planning and Lieutenant of Mayor. The three (Granados, Marjaliza and Moreno) became « very close friends, » the Prosecutor’s Office recalls.
The jump from the real estate sector to other businesses. After the economic crisis of 2007, which caused a drastic deceleration of real estate construction and promotion activities – which Marjaliza had dedicated themselves and investigated in other parts of the summary -, the businessman « guided his activity to obtain licenses and public concessions in those municipalities in which he had already been profitable » his network of contacts « with municipal authorities and technicians. »
« The purpose was the search for services and works concessions that offered immediate daily cash income, » says the brief of the Public Prosecutor’s Office, which adds: « Under their orders, Marjaliza and its group of collaborators headed their actions to be presented in the municipalities of Valdemoro, Torrejón de Velasco and Serranillos del Valle, in pursuit of awards of very diverse activities, such as cafes in municipal enclosures, such Residences of the elderly, parkings, lavacoches, commercial complexes, sports schools, regulated parking, crane service, etc. ”.
The help of the mayors. The anti -corruption accusation continues to: « Marjaliza undertaken the new businesses and licenses with the support of the authorities and officials of the highest rank of the Valdemoro, Torrejón de Velasco and Serranillos of the Valley. Most of them were lending it uninterruptedly in (other) construction businesses, real estate promotion and energy efficiency. »
Commissions and gifts. « The awards granted to Marjaliza’s societies were accompanied by the payment of commissions, gifts and rewards to the mayors with whom he hired, to their municipal political group, the municipal officials and mayor who reported or were part of the decision bodies, » adds the Prosecutor’s Office.
« In this way, a constant flow of commissions, financing of electoral expenses for the municipal elections, commissions of architecture projects, gifts, sponsorships, donations, leisure trips, hotels, companions and various payments in kind, » continues the accusation letter.
Privileged information. The Public Ministry emphasizes that the authorities facilitated Marjaliza « prior information about the tenders that were going to be published, to inform you in a privileged way about the specifications that would govern the competitions, the subjective technical criteria and their scores. » « The procedure and resolution of the competitions were contrary to the legal norm and replaced by the voluntarism and arbitrariness of the decisions of the mayors, » Apostille Anticorrución.
