The associations of trade and SMEs for days have been asking for an extension of the term (currently set at 31 March) within which they should sign the policies. The obligation was introduced with the Budget Law 2024

The pressing of trade associations, crafts and small and medium -sized enterprises – perhaps – is making fruit. According to the agencies, in fact, it would be going towards an extension of the obligation for companies to sign a Insurance policy against natural disastersobligation that was introduced with the Budget Law for 2024. Currently the deadline is al March 31stbut in the Council of Ministers of tomorrow 28 March the theme could be tackled and extend the deadline of 3 months and thus go to June 30th next. The decision could thus anticipate the convocation of Ania, Unipol, Ivass, Sace, Confindustria, Confesercenti, Confartigianato, Confcommercio, Casartigiani, Cna, Confapi, Federdistribution, Ancd and Ancc-Coop to the Ministry of Companies and Made in Italy, scheduled for the afternoon of March 31st.

This would unlock a situation that had recorded a heavy setback when the amendment to the DL bills that aimed at the postponement of seven months of the obligation of catastrophic policies for companies, presented by the deputy Riccardo Zucconi of brothers of Italy, he had been deemed inadmissible by the chamber’s productive activities commission. Zucconi had filed an appeal to obtain the readmission of the proposal, a readmission that was not there. The MEF, however, had made it known that the government was ready to grant a limited extension over time. Extension that perhaps is about to arrive.

Criticism

In recent days, many voices had risen to ask for a slip of the term, with the entrepreneurial associations that complain of elements of strong uncertainty and a further aggravation of costs to be incurred in a period that is certainly not favorable. The criticisms refer above all to the fact that criteria and stakes would be missing for the definition of policiesthis situation that would make impossible a comparison between companies proposals and therefore a conscious choice. The obligation also concerns micro and small businesses which represent more than 90% of the over 4.5 million active companies in Italy, including bars, restaurants, shops and small hotel activities. The only companies for which the obligation was postponed to 31 December 2025 are those of fishing and aquaculture. Only agricultural enterprises are excluded. But the uncertainties don’t stop there. It is not clear, in fact, not even what to do in the event of small discrepancy of the property, what is the level of insurance coverage required. To consider the consequences for those who do not sign the policy, which risks seeing themselves excluded from incentives or concessions in investments.

Confcommercio: « Deferison the term 31 March »

Confcommercio-Imprese for Italy, meanwhile renews « the request for an adequate extension of a term objectively incompatible with the fulfillment of the obligation by almost four million companies-small, medium and large-on the basis of an implementing regulation issued just last February 27 ». The Confederation also underlines in a note such as « the VAT portal has not yet been activated for the comparability of insurance offers on the subject », but « companies must be able to proceed with informed and aware choices, having the opportunity to carefully evaluate compliance and costs of the policies available on the market »
