Answer to submitter. Law change is required to provide Ukrainian refugees to study support

There are special conditions that must be met in order for foreign nationals to be entitled to Swedish study support. These rules can be found in the Student Aid Act. It states that study aid may be granted to foreign nationals who have been granted a temporary residence permit in Sweden as a refugee, need for protection or due to extremely aggravating circumstances for certain exact reasons in the Aliens Act.

However, a residence permit based on the Mass Escape Directive is not such a temporary residence permit that is listed and gives the right to study support under the Student Aid Act. It is therefore not about CSN’s interpretation, but that the law does not state that the person who has a residence permit under the mass escape directive is entitled to study support. Another application requires the legislature to change the Student Aid Act.

Student aid may also be granted to foreign nationals if there are special reasons. For example, such reasons may exist for those who have been granted a refugee status declaration by the Migration Board. Ukrainian citizens with a residence permit under the Mass Escape Directive have, as far as CSN listed, normally not such status.
