Anger remains in everyone, despite the BGN 300
Nothing wrong with drivers. The extraordinary work they do due to lack of staff has deterred me to comment on the driver’s upbringing. In addition to the gloomy summary that anger, along with the sense of injustice and hopelessness, remains independent of the insured (for now) 300 BGN.
On May 19, in the early afternoon, the sixth day of the suspension of the entire public ground transport in Sofia and hours before a declared demonstration in support of the mayor before the Sofia Municipality, BNT informed that the government, of course, was provided with the assistance of Boyko Borisov, provided BGN 15 million to the subsidy of Sofia. This was just agreed at a meeting of Prime Minister Rosen Zhelyazkov with trade union leaders. Mayor Vasil Terziev did not attend the meeting. But « Trade unions could not commit to whether civil disobedience would be terminated, it all depends on the reaction of the mayor. »
So the transport blockade of Sofia was a civil disobedience. |
And whether the blockade will stop depending on the reaction of the mayor of Sofia, according to unnamed trade union leaders, but we suggest those who appeared on television. This mix of any statements, assumptions, evaluations over the past six days, the result of which was the blurring of the question of what exactly is wanted, who is wanted and who should be asked, it became possible due to the lack of a clear answer from the unions
Why did they not organize a strike but civil disobedience
The short answer is: in order not to bear any responsibility for the transport blockade of Sofia. And so that they can ask for the salaries increase from the mayor, not their direct employers – the bosses of the transport companies.
Civil disobedience is not regulated by any law. |
Unlike the strike, the conditions and the order for which are clearly stated in the Law on the Settlement of Collective Labor Disputes (ZUCTS). In the strike, the managers of the companies appointed by chance by the owner of the capital (in this case the Sofia City Council) would not be able to quarrel as they did, because they are the country in the dispute when it comes to salaries and working conditions. Not the mayor who neither owns the companies nor appoints workers.
« I’m leaving at 8am from » Mladost 1 « , I have 3 seats »: Shared trip became an alternative to the bus
In six days, we never understood who were those people who stood on the depot portals and on what basis for the buses to leave. We will never learn how many drivers have accepted to stop work, as it is not a legal list of consonants, which would be mandatory when announcing a strike.
And most importantly: at the strike, when it comes to public transport, the organizers
would be required to provide the so -called minimum activity – at least a few bus lines
under Article 14, para. 1 of the ZUCC. It is without a precedent that Sofia will stay for 6 days without a single bus, trolley, tram.
It is also a significant detail that if they were on strike, the workers would not be able to receive salaries at the strike, and had to be offset by strike funds, as any serious union in the civilized world maintains such cases. I do not know if this applies to CITUB and Podkrepa.
All these issues suggest what the real goal of civil disobedience was, which led to Sofia’s transport blockade.
Vasil Terziev: Prepare the next crisis in Sofia, this time with the public procurement for cleaning
Invinated unions, in coordination with the government, they played 6 days of the Wireless Theater in a way that did not send them to court, because their arbitrariness did not appear in any law, they see that it may be serious and the capital will come to their inevitable protest against the transport block.
In order not to think people in front of the TVs that they have respected the Sophians’ support for the mayor. Whatever national televisions were as long as they could.
