The amendments to the Law on Inspectorate for the Use of Languages ​​today received support from members of the Parliamentary Committee on the Political System and Inter -Community Relations. The changes were proposed by VMRO-DPMNE MPs and I know. For the six amendments submitted by the MP of the « European Front » Sali Murati, the members of the Commission did not support.

For the last sixth amendment, the chairman of the Political System Committee, Ljupco Prendzov, urged Murati to withdraw because, as he pointed out, he cannot put him in the vote because in the amendment the MP demands a change in Article 8 paragraph 5, and the legal solution has seven members. To this, Murati responded that the parliamentary services made a technical mistake when arranging the amendments and that he would not withdraw the sixth amendment because, as he said, he thinks it is right.

The amendments to the Law on Inspectorate for the Use of Languages ​​provide for the abolition of its legal status. The amendments also provide for the Director of the Inspectorate to own a certificate, certificate or other document for passing examination of one of the four most commonly used languages ​​of the European Union (English, Franciski, German and Italian) at the B2 level of the European Reference for Languages ​​or the State of the State, or an institution.

– The Director shall carry out his competences in accordance with Article 30 of the Law on Inspection. Employees, equipment, documentation, claims and restrictions of liabilities, as well as other means of the inspectorate for the use of languages, are undertaken by the Ministry of Justice. On the day of entry into force of this Law, the part of Article 20 paragraph (1) of the Law on the Use of Languages ​​shall cease to apply, which refers to the property of the legal entity of the inspectorate-it is stated in the explanation published on the parliamentary website for this legal solution.

The MP of the « European Front » and the proposer of the amendments, Sali Murati noted that his six submitted amendments defends the Being of the Constitution Article 7 of the Constitution, Article 48 of the Constitution and the Law on the Use of Languages.

Lawmakers from the European Front said during the debate that the purpose of the amendments to the law is to control the work of the inspectorate and to enter the Law on the Use of Languages.

Rina Ajdari, the European Front MP, noted that the purpose of the law is to remove an independent authority and return to an ordinary office where it will function within an institution with the tendency to control and violate the current government. This, as he points out, puts the effectiveness and integrity of the work that the inspectorate has done so far, making that one object in the hand of the government.

– This amendment that wants to pass from the parliamentary majority has direct consequences on the citizens, as it will reduce the possibility of holding responsibility for those who violate the Law on Languages. Instead of promoting this bill, it returns us to a centralized system and a system of no hope. In order to make the damage even greater, the efforts are made to get into the Law on Languages, to remove Article 20 of this Law that is related to the right to the legal action of this inspectorate. This flagrant penetration, although it is unauthorized for us as Albanian MPs in this Assembly, the same action is unconstitutional and all of you who are present here you know – she said.

Idari emphasized that the second reason for these amendments to the law is the director – one party staff who, as he said, wants to impress it in this inspectorate that is not eligible.

VMRO-DPMNE MP Antonio Milososki emphasized that the manands do not correspond to laws that were jointly voted by a large majority. He stressed that he would vote for restrained, as he said, not to be misunderstood by both the proposer of the amendments and any other colleague MP.

– Inspectorates whether it is the Albanian Language Inspectorate, the Macedonian Language Inspectorate, the Market Inspectorate. The Education Inspectorate and other inspectorates in the country, together as a parliamentary majority, but also DUI MPs have voted amendments to the Law on Organization and Working of the State Administration Bodies where the legal entities and entities are foreseen, ie the attachment of inspectorates to the home ministries. In addition, this reform is one of the conditions set by the Reform Agenda that has been adopted by two governments continuously – both by the previous and the current government, and is in line with the European Commission’s growth plan. I think that this issue, although one wants to present as an ethno-political topic, this issue is a reform topic that is harmonizing with the current legislation and the higher superior law on state administration bodies that has been voted on by 88 MPs from the parliamentary majorities of the DUI MPs. I think we should be consistent, if we have voted the Law on Reform of the State Administration, then to understand this as an administrative-law reform that has in the meantime asked not only for this but for all 20 European Commission inspectors to implement it for Macedonia.

I know the MP MP, Boban Karapejovski noted that with the changes all the inspectorates in accordance with the Law on Organization and Work of the State Administration and the Law on Inspection to obtain their place and be able to function.

– Yesterday at 4:30 pm a Draft Law on Amending the Law on the Use of the Macedonian Language was submitted because the inspectorate for the Macedonian language has a more modest status from the inspectorate for the Albanian language. Namely, it is resolved how it will only function in the Law on Macedonian Language, there is also no law on the use of languages ​​and a separate law. In its more modest status only in one law that only few things are regulated. Yesterday’s draft amendment in the first member states: « Words with the capacity of a legal entity are deleted. » The same thing is proposed in this law. Article 4 of the Proposal for Amendments to the Law on the Use of the Macedonian Language Submitted Yesterday, Article 4 states: « The Director shall carry out its competences in accordance with Article 30 of the Law on Inspection ». In Article 3 of the Draft Law on Appointment of the Law on the Use of Languages, the Inspectorate for Use of Languages ​​states: « The Director shall carry out its competences in accordance with Article 30 of the Law on Inspection ». Identical. We do not want any special status to get any inspectorate, but all inspectorates in accordance with the Law on Organization and Work of the State Administration and the Law on Inspection to finally get their place and be able to function. People have not received a salary for four months. Let’s see the functional aspect. It seems to me that with these debates as if you want the inspectorate to use the use of the Albanian language. This way we block his work. We want to unblock the work practically. If only one provision tells me now that abolishes whatever jurisdiction over the supervision of the use of the Albanian language, that the Albanian is abolished, I will immediately withdraw the law – said Kaparejovski.
