Amelux: « We are afraid for quality in the craft »
The master’s certificate is a recognized trademark for quality and competence. It should remain important in the future, especially for people who want to develop professionally, according to the draft law on the reform of the « Brevet de Maîtrise ». But there is criticism of the reform – of individual professional chambers and the association of the Maîtres d’E enseignement Luxembourg (Amelux), which is committed to the interests of craft masters.
Its President Christian Turk cannot gain anything positive apart from small, but in his eyes, but insignificant improvements. « This reform does not lead to an upgrading of the master’s certificate, but to a devaluation, » he says when asked by LW. Two things bother him fundamentally.
The first is the decoupling of the right of branch and training from the master’s certificate. On Tuesday, the Ministry of Education, when asked by Djuna Bernard (Déi Gréng), said that the Ministry of Education had already been decoupled by the master’s certificate. That’s correct. Immigrants without a master’s certificate who have been shown to have a company abroad for a certain period of time can found a business in Luxembourg – without a master’s certificate. Such operating foundations have been increasingly available over the years. Today, 50 percent of the companies in Luxembourg are managed by people who have no master certificate, an official of the Ministry of Education said.

« However, the decoupling was not for all professions, » contradicts Turk. With the planned reform, however, the master’s certificate is completely decoupled from the right to establish and training. Turk fears that this will damage the specialist knowledge, security and quality of apprenticeship training.
They cannot be operated on by the generalist, but by the specialist. And the specialist in the craft is the master.

In addition, the attractiveness of the master’s certificate decreases. « Why should someone take on the three -year training if he or she can found a company and train apprentices without a master’s certificate? » Asks Turk. The criticism regarding the decoupling is also shared by the State Official Chamber (CHFEP).
According to Turk, it is – regardless of the competence of the company founders – to enable as many operating foundations as possible, « without considering the long -term consequences ». And it is about not disadvantageous the locals to immigrants who can found a company without championship. He can understand that. But: « Many professions are very technical and just there you should have to prove your skills. They cannot be operated on by the generalist, but by the specialist. And the specialist in the craft is the master, » says Turk.
Equality of the master’s certificate with a bachelor’s degree
The second criticism that is shared by the Chamber of Crafts and the Chamber of Chamber: This reform failed to classify the master’s certificate in the Luxembourg qualification framework on level 6, which would equate the championship title with a bachelor’s degree. « Other countries did that, » says Christian Turk: « Germany, Belgium, Switzerland, Austria and also Italy. »
In the committee meeting on Tuesday, the first government council in the Ministry of Education, Lex Folscheid, knew that this point is checked in the course of the reform of the « Formation Professionnelle Supérieure », to which a bill may be presented before the summer break in 2025. Turk cannot understand that. « Nothing would have prevented the master’s certificate in the reform text, » said the Amelux chairman.
