Almost one million euros / day is spent on Ukrainian children’s camps
Camps are being organized to promote the socialization of Ukrainian children, psycho -emotional goodness and Latvian language learning, offering creative, educational activities in cultural education, environmental education, technical creativity, sport, healthy lifestyle and security issues.
Support is scheduled for 50 euros per day for a day camp or 70 euros per day camp per child. This amount also includes the costs of administration to the National Agency for Education and Local Governments up to 5%.
The amount of support is planned for about 4,000 Ukrainian and Latvian children to participate in the camps, according to estimates of the Ministry of Education and Science (MES). Daily camps could attend 2,500 children and another 1,500 in camps.
The MoES predicts that about 2,000 Ukrainian children, which are a quarter of all Ukrainian children, registered in municipalities earlier this year, could participate in the camps. If the number of refugee refugees in the municipality is small, cooperation with the adjacent municipalities will be possible to provide the necessary support.
Funding will be redistributed from the measures set out in the Ukrainian Civil Population Support Law. It is planned to transfer EUR 891,000 from this to municipalities. Up to 4% of this amount, or approximately EUR 35,640, is intended to cover administrative and organizational costs, including additional staff.
Nine municipalities – Aluksne, Augsdaugava, Balvi, Kraslava, Livani, Madona, Preili, Varaklani and Ventspils municipalities – will be funded in full for all children, as less than 20 Ukrainian children are registered. Funding will be redistributed from Riga or from the planned funding to the municipalities who have abandoned the project.
Camps will be organized by municipal institutions, associations and foundations, non -governmental organizations and other legal entities. The camps must be registered and coordinated in the children’s camp database « Camps.gov.lv », and the camp manager must have a valid camp driver’s license.
Municipalities must provide funding for camp organizers in a transparent, open, non -discriminatory project competition or in a public procurement process, which will be able to apply for any interested person who meets the relevant criteria of the camp organizers. The municipality will be able to determine the criteria and conditions for the organizer of the camp and evaluate the tender, to ensure the goal and the quality of the camp.
State support for Ukrainian children’s camps has been provided since 2023 and a total of 182 camps have been organized in two years.
