Today, Estonian President Alar Caris approved five laws regarding the provision of island regime in the electricity market, payment of unemployment compensation, hunting, transition to renewable energy sources and joining the International Institute for Democracy and Elections, writes, writes Rus.delfi.
The law on amendments to the law on the electricity market establishes the rules of service in the so -called The island mode, which will allow from 2026 to maintain the necessary power generation capacity to ensure the stability of the Estonian electric system and its ability to independently cope with the situation when the country is separated from the electrician of the Baltic countries or continental Europe.
To ensure the service of the island regime, Elering will conduct a state purchase, the main condition of which will be the ability of the electricity manufacturer to provide production capacity within 10 consecutive days. The estimated cost of the purchase of services for providing island regime is about 34 million euros per year.
The changed law contains provisions that reduce the operational costs of storage of electricity by eliminating double taxation, clarify the legal basis for response to demand, requirements for electricity accounts and introduce the non-account principle for end consumers during the trade period.
The payment of unemployment benefits will stop
The law on amendments to the law on unemployment insurance and related amendments to other laws reorganizes the system of unemployment benefits. The payment of unemployment benefits will cease, and in the future, in case of loss of work, the registered unemployed will be assigned either the current unemployment insurance, taking into account the income, or the new basic insurance compensation for unemployment. The current unemployment insurance compensation will be renamed into insurance compensation for unemployment based on income, and the conditions for its receipt will not change.
The basic unemployment insurance is granted to a person who, within 36 months preceding registration as an unemployed, has worked for at least eight months. The allowance is paid within 180 days, and its size is 50 percent of the minimum wage for the previous calendar year. Thus, this year the amount of the manual would be 374.5 euros per month. Persons who do not meet the requirements of obtaining compensation will be able to petition for a subsistence allowance from local self -government. Changes will enter into force on January 1, 2026.
The amendment also creates the opportunity to pay a subsistence allowance to the student or student under the age of 24, living separately from his family, even if his family was not appointed, but his relationship with family members was torn or his parents were not able to support the child.
With the adoption of the law on amendments to the Law on Hunting, the Department of Environment receives the right to organize hunting throughout the year in order to prevent damage caused by wild animals.
Changes in the electricity market
The law on amendments to the Law on Electricity Market changes the concept of payment for connecting to the network. With the adoption of the law on energy consumption, Estonia set itself the goal of covering at least 100% of its total annual final consumption of electricity due to renewable energy sources since 2030. The purpose of the changes is to speed up the transition to renewable energy sources and give the Estonian state the opportunity to achieve the aforementioned goal, creating the prerequisites for expanding development obligations, mainly in the main network.
For the main electric grid operator, this means that in order to achieve the goal, it is necessary to provide the ability to connect to the power supply of the estimated production power of at least 5500 MW. The current main network allows you to produce about 3,000 MW, so it will be necessary to increase the reception of the network by about 2500 MW.
According to the amendment, half the costs of connecting manufacturers who want to connect to the existing power grid will be covered by electricity consumers, and the other half are connected to the network, and a separate fixed price list will be installed for the connected ones. In places where there is no existing power grid, a connection for the cost based on costs will still be applied.
The law on joining the Charter of the International Institute for Democracy and Elections Promotion (IDEA) provides for joining the charter so that Estonia can officially become a member of the institute. The purpose of the institute is to support democracy, as well as the improvement and strengthening of democratic electoral processes around the world.
