Alar Caris proclaimed a change in the Constitution Er
President Alar Caris approved the law on amendments to the Constitution of the Estonian Republic, which cancels the right to vote in local elections for citizens of third countries living in Estonia, and from the next elections and for stateless persons, writes Rus.delfi.
The head of state accompanied the publication of the law with a statement in which he noted that the protection of the inner world could not remain only the slogan.
“The members of the Riigikogu, of course, understand that, having changed the constitution, they made a decision with very significant consequences. I have repeatedly emphasized that, according to my assessment, the possible far -reaching consequences should have been analyzed and thought out in their entirety, since the constitution should continue to serve as a guarantee of the internal and external world,” the president commented.
“I also emphasized that Riigikogu has the opportunity to change the constitution, as provided for by the rules. Since this step has already been made and members of the Riigikogu are responsible, they probably thought about how to protect the unity of Estonian society in the future.”
“The decision according to which only citizens of Estonia and the countries of the European Union can vote in local elections is undoubtedly legitimate. It is no less important that people who have lost the right to vote do not believe that the state wants to exclude them from public life or sees a threat to security in each of them. This cannot be achieved simply by words. Only Riigikogu can guarantee that the path to Estonia will remain open to people who live here. For a long time and loyal to Estonia, even if other countries impede their free choice in making a decision on their citizenship. «
“The protection of the inner world cannot remain just a slogan. Today we are in a situation where we are not irresponsible to be interested in how the decisions that seem correct, affect society as a whole.”
