Agreement in mediation – no major strike in state and municipality
8754 Municipal employees could have been on strike, with a possible escalation of 17,500 members from Monday. But just over midnight, the parties came to an agreement.
– We have had a breakthrough for good wage growth in a tough time for many. It was an important requirement for YS. Employees with three -year college are lifted, and skilled workers have increased an acceptable increase. In the mediation, LO and YS has joined the agreement KS signed with Unio and the academics in the negotiations, KS reports, so there is still a similar tariff agreement in KS’s tariff area.
Frame of 4.4 percent
The result has a limit of 4.4 per cent, in line with the front of the industry, according to KS. The salary increases are granted from 1 May 2025 and vary between NOK 14,500 and NOK 21,200, depending on education and seniority.
– KS is pleased that we have been given a mediation solution that safeguards the entire team by employees in municipalities and county municipalities within a unified collective bargaining agreement, which also takes into account a very difficult municipal economy, says negotiator Tor Arne Gangsø.
The municipality of Oslo is also its own tariff area and is not part of the KS settlement.
Agreement also in the state
At 2 o’clock, the parties to the state settlement also reported agreement. There were 4350 members covered by the first withdrawal, which would have arrived on Wednesday morning.
The negotiations have been going on between LO Stat and the Ministry of Digitization and the Ministry of Digitization.
– This is an intermediate settlement where we only negotiate finances. It is positive that we have now reached an agreement with LO Stat on a settlement that provides the basis for real wage growth to everyone and supports a coordinated wage formation in the state, says Digitization and Minister of Administration Karianne Tung (Ap).

Leader Elisabeth Steen of LO Stat describes the mediation as « a stiff dry ».
– We went into mediation alone after the other three main associations had agreed with the state in negotiation. This meant that we started this mediation with a poor starting point. That is why I am very pleased that we have done what we first and foremost wanted: to secure the whole team, she says.
The state came to an agreement with the Academics, Unio and YS Stat in negotiations that were completed on May 1.
