After long negotiations, coalition reaches the spring memorandum
After about 25 hours of negotiation, the coalition reached an agreement on the Spring Memorandum. Party leaders Geert Wilders (PVV), Dilan Yesilgöz (VVD), Caroline van der Plas (BBB) and Vicefraction chairman Nicolien van Vroonhoven (NSC) report this on Wednesday morning on X.
In the Spring Memorandum, the current government budget is adjusted and looked ahead to the expenditure in 2026. The government has shifted much greater financial problems for itself in recent months. During the negotiations on the Spring Memorandum, the government would come up with solutions. That was difficult because the parties had their own wish lists, and there was mutual distrust in the coalition. For example, NSC in particular differed with Minister Eelco Heinen (Finance, VVD) about the size of the financial space for choices.
Nothing has been officially announced about the content of the Spring Memorandum. The party leaders and group members share on social media spread what they would have dragged in during the negotiations. It is not yet known on which cuts are being made and the total overview of the Spring Memorandum is also missing. Another question is whether financial choices have been passed on or not.
PVV leader Wilders reports on X, among other things, that the rental increase for social rental homes for 2025 and 2026 will not take place. VVD party chairman Yesilgöz says that 1.1 billion euros is invested in Defense and Safety, that the cutbacks on childcare would be reduced, just like the energy bill. BBB leader Van der Plas tweets that farmers will receive 600 million euros this year and next year, and that 1.9 billion euros will be spent on the intended Lower Saxony Line, a rail connection between Groningen and Enschede.
Minister Eelco Heinen (Finance, VVD) wants to submit the plans to the other ministers on Thursday. Due to Good Friday, the Council of Ministers is this week a day earlier, on Thursday.
The Council of State will give an advice about the Spring Memorandum, and the economists of the Central Planning Bureau will calculate the plans.
