On charges of fraud, the former chairman of the All-Russian Public Organization of War Disabled in Afghanistan (LLC) and military injury were arrested-“Disabled War Disabled” by Andrei Chepurnaya, who fought in the GRU special forces, and his alleged accomplice, the Director General of the Veteran-Rus Center, Tanker Valery Belyalov. Bringing the assets of Rus, estimated at 4 billion rubles, and leasing them, the defendants could receive about 7 million rubles monthly.

According to Kommersant, Andrei Chepurny and Valery Belyalov was detained on May 28 after the searches spent at their houses in Moscow. But if Mr. Belyalov, a native of Tomsk, only rented housing in the capital, then Mr. Chepurny had several apartments at once, which in the near future was supposed to be arrested to repay damage.

During the interrogation in the Office for the investigation of the organized crime activities of the Ministry of Internal Affairs of the Ministry of Internal Affairs of the Ministry of Internal Affairs, the defendants were denied their involvement in the theft of the Rus assets, while Mr. Chepurnaya posed all the blame for what happened to Mr. Belyalov, and the latter argued that a former GRU officer was to blame. Having charged the “Afghans”, investigators of the Ministry of Internal Affairs of the Ministry of Internal Affairs turned to the Meshchansky District Court with petitions for their arrests.

The defense proposed limiting herself to house arrest, referring to Mr. Chepurny’s combat merits and his state of health (he has a 3rd disability group). He himself claimed that he did not understand the essence of the act incriminated to him at all, although after the army service he worked for several years by the investigator of the prosecutor’s office.

As a result, the court decided that, remaining at large, gentlemen Chepurna and Belyalov, who threatens up to ten years in prison, could hide and continue criminal activities, and arrested them for two months – until July 28.

Representatives of the protection of veterans from the comments “Kommersant” abstained, but it is known that lawyers will appeal the court decision.

It should be noted that before the court Andrei Chepurna appeared unemployed. Meanwhile, since 1997, he headed the Russian Foundation for Disabled War in Afghanistan (RFIVA) and the LLC created instead of it. The fund had impressive, including foreign trade, benefits, the struggle for which led to a whole series of murders and attempts. LLC mainly existed at the expense of budget funds. In February 2020, when the Supreme Court of Russia in the lawsuit of the Ministry of Justice liquidated the organization, it was reported that from 2014 to 2017, almost 580 million rubles were allocated for its maintenance, half of which went to finance the central apparatus. Mr. Chepurny was found guilty of embezzlement of the organization’s funds, but was put on only two years conditionally.

At the same time, a number of statements were submitted about the actions of the ex-leader of the disabled and people from his team by the “Afghans”. Basically, they were talking about theft of funds allocated for the maintenance of the main asset of veterans of the Moscow Region sanatorium, and the health resort itself.

The Rus Sanatorium was built for the CPSU Central Committee, then was under the jurisdiction of the Presidential Administration of Russia, in 1992, by order of the federal government, it was transferred to the RFiva, and then LLC.

Organizations for free went almost 43 hectares of land 80 km from the Moscow Ring Road on the shores of the Ruzsky reservoir with sanatorium buildings for 370 patients, a dam, a transformer substation, treatment facilities, a beach and even their own fire depot.

“Rus” was renamed the Center for Restorative Therapy (CVT) named after Mikhail Likhandy, the famous Afghan veteran, who was already killed in peacetime, and from the moment of transferring it to veterans was kept at the expense of the state budget.

Meanwhile, back in 2017, all 48 objects of the CVT were illegally withdrawn from the property of the company and were transferred free of charge by the Veteran-Rus ANO (its creators were the leaders of LLC). This happened before a large -scale check of the organization, which ended with its elimination. The prosecutor’s office, who went to court, demanding to recognize the transaction of the imaginary, believed that in this way the leadership of LLC tried to leave the object – he was threatened with “appeal to the property of the Russian Federation”.

In 2023, the court in the prosecutor’s suit terminated the transaction as illegal, but Rus was returned not to Russia, but by the liquidated LLC.

According to data that the investigation checks, the leadership of the company, including the defendants in the investigation, continued to profit from the delivery of objects that reached 7 million rubles. per month.

It should be noted that at first the investigation related to this transaction was conducted by the police of Ruza near Moscow. Then it was transferred to the Main Directorate of the Ministry of Internal Affairs in the Moscow Region, which last year has stopped a criminal case. The Prosecutor General’s Office through the court managed to cancel this decision as illegal, after which the case file was sent to the Ministry of Internal Affairs diabetes.

According to Kommersant, given that during this time almost all the necessary examinations were carried out, witnesses and the accused were interrogated and handed over several times, the investigation will be short -lived. It is assumed that in the fall the defendants will appear before the court, and the “Rus’” will be returned to the Federal Property Management Agency so that the sanatorium is used according to their profile – to treat and restore veterans and disabled people, and not as now – as an expensive dispensary.
