Accredited State Museums will be able to receive state -guaranteed insurance for international exhibitions / day
“The introduction of a country’s guarantee is an extremely important and very long -awaited step in support of the museum industry. So far, Latvia was one of the rare European Union countries, where foreign art insurance had to think about the museums themselves, paying large sums to insurers. Recognized artists’ exhibitions, ”says Minister of Culture Agnese Lace.
The Museum Sector Advisory Authority – the Latvian Council of Museums – has recognized that state -guaranteed insurance is acutely necessary for the international exchange of Latvian museums exhibitions and supports the intended solution. « The historic decision to introduce a national guarantee exhibit to insurance means equivalent partnership opportunities for international exhibitions. By engaging in significant joint projects with museums of other European countries, the content offered to visitors to Latvian museums will be enriched with high -quality international exhibitions, while promoting tourist attraction
As a result, the commercial insurance practiced so far will be replaced by a national commitment for the cost of compensation costs for the cultural and historical value of the depositor – the donor of the deposit, if the object owned by the exhibition is damaged or lost. The implementation and administration of the system will not require additional funding from the state budget; The proposed solution provides for the introduction of fiscal risks of national guarantee systems within the general management.
The national guarantee system has been introduced in most European Union countries, including Estonia (since 2013) and Lithuania (since 2002). In the course of the experience of other countries, it has been concluded that the most suitable for the implementation of the national guarantee system in Latvia is the solution that has been successfully operating in Estonia for 10 years, where it has been used by state museums and museums that act as founded foundations.
The Ministry of Culture will develop and until this year October 1 will be submitted to the Cabinet of Ministers a draft regulation « Procedure for Accredited State Museums to receive state -guaranteed insurance for international exhibitions », providing that the rules come into force on 1 January 2026.
