« It is my opinion that about 15% of school days are lost. Why? The days in which children may be absent by the decision of the parents. This was stated by the Minister of Education Krasimir Valchev during the BLICKontrol at the Committee on Education and Science at the National Assembly today.

At the end of last school year the days in which students may be absent for family reasons, increased from 3 to 15. Previously, the children had the right to be absent from a school for valid reasons for up to 3 days with a note to the class teacher and up to 7 days – with a written application to the principal. The changes were given the opportunity to decide on their own whether his or her child was absent from school for family events, personal and family commitments, necessary trips, temporary discomfort, and more.

Asked by MP Petya Tsankova (BSP) about the schedule of school time and vacations, Minister Valchev recalled that in the last 15 years the topic of the beginning and end of the school year has been set three times – former ministers Nikolay Denkov and Sergei Ignatov.

According to him, the school time in Bulgaria is less than that of other European countries, and at the same time the summer vacation of Bulgarian students is longer. « We do not have an internal vacation in practice-one day pauses, we don’t have an autumn vacation. The approach with more pauses, more seasonal vacations and a shorter summer vacation many people say it is better, allowing students to rest periodically, » the minister said.

According to him, school time cannot enter too much during the summer months, and the main reason is that there are no air conditioners in the classrooms.

He added that the debate was held three times whether the school year will start on September 1 and whether they will solve the problem for those 10 days. According to him, there is not enough maneuverability to determine the school time because of the long summer vacation, the public holidays and the days in which the exams are conducted and which are non -teaching.

The minister stressed that the effectiveness of school time should be increased.

« It is my opinion that about 15% of school days are lost. Why? There were increased days when children may be absent by parents’ decision. On the one hand, this is good, in terms of responsible parents. Let us not forget that we have at least 25% of parents who are not responsible for the education of the children, they do not provide their daily people. There is no excited or going for tourism most often, « Valchev adds.

According to him, the mayors abuse the possibility of announcing non -teaching days in the extraordinary circumstances and holidays of the municipality.

Asked by MP Aisel Mustafova (« DPS-New Home ») about the measures of the Ministry of Education and Science to increase foreign students Valchev explained that the ministry was planning a special program for third-country students.

« We will make a program to fund the education of third -country students. We will not actually fund students, but Bulgarian state higher education institutions, » he said. He explained that the ministry was also considering students from third countries to have scholarships, but if this happens, the foreigners would have to be tied to the realization in the country.

Valchev commented that in recent years, students from abroad have increased and are now nearly 16,000. Most of them follow « Medicine » and « Veterinary Medicine ».
