Sofia remains the most dynamic labor market in Bulgaria – 62% of employers in the capital plan to hire new employees. However, their share has fallen by 12 percentage points compared to the previous six months, which signals the indulgence of the intense growth characteristic of the last few years. This is shown by the data from a study by the Bulgarian Employment Confederation, which covers the largest HR companies in the country, for the period April – September 2025.
In Plovdiv, Varna and Burgas there is a moderate increase in the intentions of hiring new employees, which suggests the expansion of economic activity outside the capital. Only Rousse remains unchanged compared to the previous period of study.
Nationally
The employment rate that measures the difference between companies that plan to increase the staff and those that will reduce it remains positive, but it is only 3. This is a 1 point drop compared to the previous six months, but far below the levels of a year ago.
The survey, which covers 1078 companies from 12 economic sectors, shows that 22% of those surveyed plan to increase staff while 19% expect redundancies and 53% do not provide changes.
At national level, employers rely on stability with minimal growth, preferring a more careful approach to expanding their teams. They are already looking for not only employees, but sustainable solutions – they approach the selection carefully and focus on long -term efficiency, especially in the context of global uncertainty and technological changes.

« Employers have learned to adapt. They no longer respond panic to changes, but plan strategically – with the thought of sustainable growth and retention of the staff, » said Nadia Vassileva, chairman of the Bulgarian Employment Confederation.
Sectors
Information technology retains their leadership position with a net employment rate forecast of 15. However, the trend is descending – from 24 days ago and 19 for the previous period. Employers of the production and financial sector, followed by those in the hotel and restaurants, also share positive attitudes for hiring – a sign of revival in the seasonally dependent industry.
At the same time, the « production » sectors (+13%) and « Financial and Insurance Activities, Real Estate and Business Services » (+12%) have increased by four and six percentage points respectively.
