Accessories will be assigned under the 1974 law
Today, voters did not decide whether or not to make top artists with pension supplements, since for more than 50 years, but whether the government should do so under the new law, which has been prepared by the Ministry of Culture and introducing some concrete criteria for eligibility, or should continue to be awarded by law from 1974, the court. Last week, the SDS also filed a proposal in parliamentary procedure to annul the old law.
What specifically provides for a new law that has been in a folk vote today? The Ministry of Culture stipulated in the Law on Acquisition to Pension for Extra Achievement in the Arts criteria that, until the extraordinary achievements in the art, the retired cultural workers who received the Prešeren Award for Lifetime Achievement are entitled to the full assessment, which means that they would receive a difference between the amount of their own pension and the amount of old -age pension for 40 years of retirement. In January 2024, it is $ 3055.
In the half assessment, the recipients of the Prešeren Fund or the national decoration in the field of art and at least one from the list of 23 awards, which is annexed to the law, would be eligible until the allowance. International awards are not one listed, whether they meet the standards, will be left to the judgment of expert committees for a particular field. They would have half the difference between the amount of their own pension and the amount of the old -age pension for 40 years of pension period, measured from the highest pension base. The allowance would only belong to the deserving individual who was assigned to him and could no longer be inherited in the form of a widow or family pension, as is the case now for exceptional pensions.
In the case of a valid legal basis, which, as said, the SDS also wants to repeal, it receives a pension for special merits of 108 people, of which 83 are in the field of culture, the rest for sports and science. Specifically, these pensions were received last year by 58 individuals who were recognized and 50 family members of the late culturalists, athletes and scientists who « inherited » them in the form of a widow or family pension. The state budget raised about € 730,000 in total. Neither the outcome of the referendum nor the annulment of any of these laws has no influence on these acquired rights.
In the event of a new law, the Ministry of Culture is expected to immediately increase by 17 and to move around a hundred in the future. At the moment, the ministry is expected to have 27 applications. It is estimated that the total cost would be around € 190,000 a year, but it really is only estimates, since they do not know what the basic pensions of applicants are.
For supplements to pensions for outstanding achievements in the field of sports, which have been awarded under a special law since 2017, the state is dedicated to much more, just under € 1.6 million last year. They are eligible for 68 age retired and 24 disabled.
