A violent discussion is expected in the Duma due to amendments to elected law
The Council of the Duma on March 31 included in the agenda of the plenary meeting on April 1, amendments to the electoral legislation, which previously caused strict criticism of the opposition factions. The document, in particular, enshrines the practice of electronic voting, against which the Communists and Socialist Revolutionaries protest. At the same time, the project consolidates the abandonment of generals to parliaments a year preceding the year of the main elections. And in order not to hold elections to the Duma in the vacant districts in the fall of 2025, the law must be adopted before the beginning of summer, the expert recalls.
Recall the bill was introduced In the Duma on February 13, a group of deputies and senators, headed by the Chairman of the Committee of the Federation Council of State Construction Andrei Klishas (United Russia), and February 24 committee of the Duma on State Construction Recommended him to accept.
- Amendments, in particular, provide an opportunity to decide the Central Election Commission (CEC) or regional commissions (depending on the campaign level) to hold elections completely in electronic form without paper ballots.
- The authors also propose to refuse to carry out missions of deputies of all levels per year preceding the year of the main elections.
- The postscript of Russians living abroad is canceled to certain single -mandate districts in the Duma elections, now they will be able to vote only for party councils.
- In addition, parties are forbidden to take donations not only from foreign agents, as it is now, but also from the legal entities and from the defendants of the list of terrorists and extremists.
- Finally, the right of representatives of the Ministry of Justice is fixed to conduct photo and video shooting at the party.
During the first reading of the bill, a violent discussion is expected. It, in fact, was announced by the leader of the Communist Party of the Communist Party Gennady Zyuganov during the discussion of the government report on March 26:
“Klishas dragged another thing in which it is necessary to cancel all the ballots and take all party organizations under the cap, make a video everywhere. And how to make a video if we have political competition and the program with which I will go to the polls is the secret of the party? ”
And before that, the Communists suggested a CIK, parliamentary factions and relevant committees to conduct a “broad public discussion in controversial and provoking negative public and expert resonance to the provisions.”
The Socialist -Revolutionaries will also not support the bill, said “Kommersant” by the “fair Russia – for truth” (SRZP) Sergey Mironov: “We are categorically against the transition to total electronic voting, in which paper ballots become an additional option. We believe that voters should decide: vote to them in an electronic or paper way. The total transition to electronic voting will reduce the trust of people to the electoral system, which threatens a large break in the connections between the authorities and society. These are unacceptable risks, especially in conditions of acute social problems. ”
Recall that at a meeting of the relevant committee, his deputy chairman Dmitry Vyatkin (“United Russia”) explained that we are not talking about the widespread introduction of electronic voting, but only “summarizing the practice of applying electoral legislation”. And the head of the CEC Ella Pamfilova assured that the complete replacement of the “paper” voting by electronic in the near future would not occur due to a lack of funds.
The leader of the SRZP also expressed the hope that the Duma would refrain from consideration of these amendments, despite their inclusion in the agenda of the meeting.
It should be noted that this happens extremely rarely, but a similar precedent was in December 2024: then the deputies canceled the already appointed second reading of the bill on the reform of local self -government and transferred it to a later term for “additional study and study”.
“Changing the electoral legislation on the eve of new elections to the State Duma is always a nervous question that traditionally meets resistance from opposition parties,” explains the Higher School teacher, a member of the RASO political technology, Pavel Sklyanchuk. « Kommersant ») Consissus has passed too little time since the introduction. ” At the same time, some novels require accelerated consideration, the expert emphasizes. Indeed, today there are six vacant districts, where the in the coming autumn should go to the State Duma to the State Duma due to the transition of the United Russia chosen there to another job. And if the authorities have a desire not to carry out these missions, then the amendments must be adopted before the beginning of summer (according to the law, elections to the Duma are appointed no later than 90 days before the day of voting), Mr. Sklynchuk recalls.
The Duma commission found reason for the early deprivation of the mandate of the deputy NAPSO
The State Duma Commission on deputy ethics established the presence of the grounds for early termination of powers of the deputy Yuri Napso (LDPR). At the meeting, which took place on March 31, 12 members of the commission voted for this decision, four abstained, the first deputy chairman of the commission Vasily Piskarev said in his Telegram channel.
“Deputy Yuri Napso, living abroad for about two years, is not present at plenary meetings. At the same time, the law obliges deputies to take personal part in the work of the State Duma. In accordance with the law, non -fulfillment of the deputy within 30 or more calendar days of his duties is the basis for the termination of his authority, ”wrote Mr. Piskarev. According to him, the decision of the commission and related materials were sent to the Duma commission on mandatory issues for preparing this issue for consideration at the plenary meeting of the lower house.
Earlier, the Commission on Regulations and the provision of State Duma has calculated that Mr. Napso has not come to work for more than 200 days without a good reason since April 2023. In this regard, the chairman of the lower house Vyacheslav Volodin instructed the commission on deputy ethics to consider the issue of the presence of grounds for early termination of powers of the liberal democrat.
Yuri Napso rejects all the charges against him. “Given that between my vacations without detention and sick leave, including during remission, there has never been a period of 30 or more calendar days, which is confirmed by the documents that I sent the state Duma to the issue of depriving me of authority today,” the deputy wrote in his Telegram channel. He recalled that at the moment he was “forced” to be in the UAE and undergo treatment there until he does the operation and the rehabilitation period will undergo. Bozena Ivanova
