In June 2024, a unanimous Storting adopted a new long -term plan for the Armed Forces. Until 2036, defense ability will be strengthened and further developed. Now the Storting also has the Total Emergency Report for consideration, where the government proposes more than 100 measures.
This is a very important job. The Home Guard Council (LR) is the Armed Forces’ only civil advice and we support that cooperation between the military defense and civilian preparedness is developed even more closely, with a particular focus on the support of the civil society’s support of the military defense in war.
Overall preparedness is about self -sufficiency and food preparedness, and the ability to withstand power outages, water supply or demanding incidents related to storms and other natural events. We must be equipped for such lapses of lines of supply, in that the military forces and the civilian population are also ensured the best possible access to vital basic products locally.
The government has submitted a message where the ambition is to build a society that is prepared for crisis and war, which withstands composite threats and supports military efforts. The National Council recognizes the three main objectives of the Total Emergency Report, and the Council considers our participation as part of the goal achievement for the government’s ambitions.
The Home Guard helps to ensure that society is well prepared for and can handle different types of crises effectively. The anchoring of the municipal emergency council is important, the National Council supports the statutory of this. The voluntary organizations must also gain their natural place in the emergency councils.
The Home Guard is an important part of Norway’s total defense and security, and plays a critical role in supporting civilian authorities under crises and disasters. It is therefore also natural for the head HV to fit in the Central Total Defense Forum. The Home Guard must also have a real reinforcement of its capacity in line with the Storting’s decision. The National Council is particularly concerned that our soldiers will receive adequate equipment and equipment as soon as possible, and that the soldiers are allowed to train with suitable vehicles even during exercises.
We also point out it as important that the new Home Defense District for Agder, HV 07, will quickly be able to operate their business with necessary capacities, equipment and facilities. With Agder’s strategic coastal location related to the Skagerrak and proximity to our allies, there is a need for a delay of funds for the re-establishment of HV-07 related to the revised national budget.
On the investment side, it is especially important that early in this long -term period are gripped:
– Upgrading and procurement of new field vehicles – HV is equipped with light air protection – the production of drone units is carried out – Procurement of personal clothing and equipment is given priority – HV -07 Equipped with new material from start -up
On the operating side, it is important early in the period of LTP that: Command and crew can be given adequate practice and training and a minimum of five days for crews and seven for commanders each year. In addition, the National Council is concerned about a good cooperation between the Armed Forces and the civil society on the establishment, operation and use of shelters for e.g. Collections, meetings and physical activity.
Information about the National Council for the Home Guard
The National Council for the Home Guard represents 11 nationwide organizations, and has one representative from each of the district councils in the Home Guard. The Council is appointed by the Ministry of Defense. The National Council shall work to promote cooperation between the Home Guard and the Civil Population and consists of the following civilian organizations: ● The National Organization in Norway (LO) ● The Business Organization (NHO) ● The municipal sector organization (KS) ● The Voluntary Skyttervesen (DFS) ● National Council ● Norges Fisheries for Norwegian Berge and Ungdomsgelag.
