A program of preferential leasing for garbage trucks began to operate in Russia

The Ministry of Natural Resources began to solve the problem of wear and deficiency of special equipment for the sphere of solid municipal waste management (MSW): the program of preferential leasing of garbage trucks worth 420 million rubles has earned. It will not work to completely solve the problem. In 2025, Rosagrolysing subsidizes the purchases of 1.2 thousand cars with a total market need of 1.5 thousand per year for five years. However, work on new garbage trucks, which will meet the increased requirements for heavy road equipment, is already being conducted. The authorities expect that their production will become serial in two years.

In Russia, a program began to operate, which will allow regional operators or companies that have entered into an agreement with them to transport MSW, purchase bunks, garbage trucks, scraps and multilifts in leasing at a preferential rate. In 2025, the procurement of 1.2 thousand machines was provided, 420 million rubles were allocated to the Rosagrolyzing to provide benefits. As Kommersant, the CEO of Pavel Kosov, explained to the company, when developing the program of the Russian Ecological Operator PPC (REO PPC), appreciated the market need of 1.5 thousand cars a year for five years. “A week has passed since the launch of the program, and we have already received applications for 3 billion rubles,” said Mr. Kosov.

The need for garbage trucks in the summer of 2024 REO PPC evaluated at 3276 units (3082 in 2023), explaining the lack of technology of its high cost and complexity of repair.

The shock absorption of the garbage truck is seven years, but the real service life is no more than three to four years due to the high intensity of operation.

Another sectoral problem is the requirements of 257-ФЗ “On roads and on road activities” for the load on the axis of trucks: with an overload of 2 to 10 tons (concerns 70% of garbage trucks), 500 thousand rubles can reach overload. From April 1, 2025 to March 1, 2028, amendments to the FZ-257 even introduced a moratorium on fines for special equipment for the removal of MSW to be given to re-operators to update fleets and develop the necessary models on the basis of domestic enterprises.

In mid-April, Deputy Prime Minister Dmitry Patrushev held a meetingon which the Ministry of Natural Resources urged the project to speed up the implementation of the project and emphasized that the task is to launch mass production of garbage trucks. In the PPC, REO is hoping that the auto industry « will produce models on the market as they are ready. » The task, however, is complicated by the “constant overload of the rear axle of special transport, where the pressing installation is located, and the fact that the steering axis is not produced in the Russian Federation, which allows you to carefully drive around the parking yards,” says Elena Vishnyakova, deputy leader of the Ecoline group.

Part of the technological solutions are already ready, Kommersant Varvara Petrushina, operating director of RG-Techno LLC, who participates in the development of machines. The body and attachment equipment have already been designed. The work is conducted over the chassis, a number of automakers are involved in it, including the KamAZ Scientific and Technical Center. In parallel, such developments are carried out in the PRC: « Cars from the Chinese -made chassis may appear in the fall of this year. »

However, Ms. Petrushina believes, mass production of large machines is possible not earlier than two years later: “We are not yet ready for this, and the Chinese are not too interested in supplying such products to the Russian market.”

So far, the problem of lack of garbage trucks should solve subsidies. As Mrs. Vishnyakova notes, « with the current key rate, the opportunity to purchase special equipment is very limited, if not to say blocked. » But “taking into account the instructions of Dmitry Patrushev, it can be calculated that the industry will still receive a Russian garbage truck with a steering chassis” in a foreseeable perspective.
