A new bill / day is being driven by a more effective line of establishing a Baltic defense line

The draft law defines a specific legal framework for the placement of material and technical means necessary for anti -mobility and mobility measures, the construction of infrastructure and the alienation of real estate in the border area.

The draft law stipulates that the Cabinet will determine the real estate or parts thereof in the area required for the establishment of anti -mobility and mobility infrastructure, as well as the real estate to which the servitude is established. The status of a national interest will be determined for the establishment of the infrastructure for the establishment of the infrastructure.

It is planned that the State Real Estate (VNĪ) is organized and ensured by the construction of infrastructure, the placement of material and technical means, and will be responsible for coordinating the operational work of the institutions involved in these activities.

The draft law provides that the National Defense Military Objects and Procurement Center will organize the necessary real estate or the alienation of real estate, as well as land use and cadastral survey work.

The construction of the infrastructure necessary for anti -mobility and mobility measures is expected to be carried out by the National Armed Forces (NAF).

The structures built in the process of infrastructure are registered and registered in the Land Register in the name of the State Ministry of Defense (MoD).

The draft law stipulates that a servit is established in the State of the State to the real estate or part of other persons owned by other persons, if necessary for the placement of material and the construction of infrastructure.

The service will be established until the real estate or part thereof will be expropriated in favor of the requirements of the Law on Alienation of Real Estate Real Estate in accordance with the needs of the State.

The MoD is expected to start felling of trees and shrubs, as well as other preparation work and construction work necessary for the location of material and infrastructure and construction work in the real estate to be expropriated to the public.

The structures built before the completion of the real estate alienation process will be recorded in the Land Register at the same time as the reinforcement of the alienated property rights in the name of the State.

The draft law stipulates that the placement of material means necessary for anti -mobility and mobility measures and the construction of infrastructure shall not apply to the requirements of regulatory enactments regulating construction, as well as forest management, tree felling and environmental protection requirements.

It is intended that the property rights on the cut trees will be JSC « Latvijas valsts meži », which will list them as wood products.

For individuals whose real estate is established, the certificates issued by the State Forest Service will be valid for tree felling three months after the notification of the alienation of real estate.

The bill stipulates that material and infrastructure construction workers have the right to felling of trees and shrubs in other real estate owned by other individuals, if it is necessary to access the place of carrying on them.

The draft law provides for prohibiting any actions to interfere with anti -mobility and mobility measures to carry out the materials of the material and technical means of the material and the construction of infrastructure and the workers, as well as to damage or move the built -in infrastructure and the material technical means without the permission of their owners.

In order to ensure the creation of anti -mobility and mobility infrastructure, all necessary work, namely design, construction and related services, materials, equipment and technical provision, as well as other goods and services will be purchased without applying public procurement regulation.

It has already been reported that the NAF is continuing the implementation of the military strengthening and anti -mobility plan of the eastern border, with EUR 45 million this year.

This year it is planned to purchase anti -mobility obstacles, sensors, artillery systems, mentioning equipment, as well as support for the State Border Guard. Engineering resources will also be built in the eastern region of Vidzeme.

By implementing a military strengthening and anti -mobility plan, the ability of the armed forces has already been increased to limit the ability of the opponent’s land forces to cross the national border by creating obstacles and blocking certain paths.

Currently, the 400 -kilometer Russia and the Belarusian border survey and the placement of obstacles are ongoing.

In the coming years, protective items with reinforced structures and fortifications, obstacle lines and sensors, as well as ammunition and mine warehouses will be created.

A year ago, the military strengthening and anti -mobility plan approved by the government is part of the Baltic defense line, which provides for $ 303 million to invest in the border to be strengthened within five years. Last year, EUR 25 million was allocated for the border’s military strengthening and anti -mobility plan.

These funds have established temporary engineering resources sheds at the Russian -Belarusian border in Latgale, which houses tens of thousands of anti -manual structures – concrete blocks manufactured in Latvian companies, « dragon teeth », « anti -tank hedgehogs » and other elements.

Latvian entrepreneurs provided 75% of the construction of structures needed to strengthen the 2024 border. Mostly they were concrete and metal structural materials.

In order to restrict or block the movement of transport with anti -mobility structures, the necessary materials were placed in strategically important places last year.

At the same time, the already closed border transition points and border control points have been blocked by anti -mobility structures. Similarly, in order to limit the movement of transport in the border area, border roads and forest stings have been blocked.

In January 2024, Latvia, Lithuania and Estonian Defense Ministers signed an agreement on the establishment of the Baltic Defense line to strengthen the Baltic and NATO eastern border. In May last year, Poland announced its accession to the Baltic Defense line.

The Baltic defense line is built in coordinated, but each country does so with its own budget.
