In Ungheni, on February 19, 2025, a familiar session was held on the extension of the concept of Community police, an initiative meant to improve the Security and to encourage the active involvement of the community in the process of ensuring public order.

During the event, the General Police Inspectorate, the Ungheni District Council and the Ungheni Territorial Office of the State Chancellery signed a tripartite agreement, thus strengthening the cooperation between the police and the local authorities. « The main purpose of the initiative is the implementation of a model of community dialogue that will respond effectively to the needs of each locality through specific measures adapted to the realities in the field », specified within the event Alexandru Bejan, state secretary within the Ministry of Internal Affairs.
« The extension of this model at national level is part of a project supported by Sweden, which supports the General Police Inspectorate in the development and strengthening of the concept of Community Police. Currently, in the Republic of Moldova are active over 860 community safety councils, representing the essential collaboration platform between citizens, local authorities and police, « said Olesea Turcanu, a member of the implementation team » Swedish support in implementing the police reform in the Republic of Moldova « .
Alexandru Lupan, deputy chief of the IGP, mentioned that through this close partnership between institutions and the community, it is aimed not only to increase safety, but also to increase the confidence of citizens in the public order structure, ensuring a security climate based on prevention and cooperation.
« Community safety councils are an effective tool for increasing public safety. At the level of the Ungheni district, 33 such councils are already operating, which have allowed the identification and rapid solving of the problems that affect the citizens ”, said Vasile Burlacu, the head of the Ungheni Police Inspectorate.
For example, « within the Community Security Council in the village of Zagaracea, the commune of the same name, the problem of street lighting was identified. The problem was solved by the fact that the City Hall submitted and won a project due to which the lighting bodies were installed on the streets, and within the Community Safety Council in the village of Mănoilești, the problem of the excessive speed of the cars was identified. The problem was solved, by the fact that the City Hall found partners who donated artificial unevenness and will be installed in the adjacent educational institutions ”, says Oleg Baroncea, Commissioner, Deputy Head of Section, head of the Community Interaction Service of the Public Security Security section of the Ungheni Police Inspectorate.
The Community police is a modern approach in ensuring public order, which emphasizes the close collaboration between the police, the local authorities and the citizens. The main purpose is to identify and solve the specific problems of each community through common efforts, thus promoting a safe and harmonious environment.

The basic principles of the Community Police:
1. Active Partnership: The police continue in collaboration with local authorities, non -governmental organizations and citizens to address public safety issues.
2. Proactivity: Emphasis is placed on the prevention of crimes and antisocial behaviors by identifying and approaching their causes before climbing.
3. Common responsibility: The safety of the community is seen as a responsibility divided between the police and the members of the community.
4. Transparency and communication: The open and constant dialogue between the police and the citizens is encouraged, promoting mutual trust.

Implementation in the Republic of Moldova:
In the Republic of Moldova, the concept of Community Police was introduced as part of the Police Development Strategy for the years 2016-2020. It was initially piloted in five sectors, and due to positive results, it gradually expanded at national level. A central element of this approach is the community safety council (CSC).

Community safety councils:
The CSCs are local platforms made up of police, local public authorities, economic representatives, non-governmental organizations and active citizens. Their purpose is to identify and solve the specific safety problems of each community. Through periodic meetings, the members of the Council discuss local challenges and elaborate action plans adapted to the needs of the community.
