The Kamgrad, Ing-Grad, worker and ZDL architects, the consortium of domestic companies, received the job of designing and building the first phase of the National Children’s Hospital (NDB) in Zagreb’s Blato, although their offer was much more expensive than that Turkish consortium. Specifically, Croatian companies have offered a price of 189.99 million euros without VAT (237.5 million euros with VAT), while Turkish companies CCN Altyapı yatırımları, CCN Yatırım Holding and CCN International offered 168.70 million euros without VAT (210,88 million euros with PDV). The difference is EUR 26.66 million.

The estimated value of public procurement was EUR 190 million without VAT. Despite a more favorable price, Turkish bidders lost key points due to incomplete documentation.

In addition to the price, the expert capacity of the bidder was assessed. The Croatian consortium was given 53.27 points for the price, while Turkish received 60 points. However, Croatian experts scored an additional 40 points based on the references that were neatly attached to the offer, making the total sum of the domestic consortium points 93.27. The Turkish consortium did not get any points in this segment because he did not attach documentation with references with a timely open offer, but later on April 10, which lost the opportunity to evaluate that part of the offer.

Turkish companies now have the possibility of appeal to the State Commission to control public procurement procedures.

If there is no appeal, the Croatian consortium will have one year for the preparation of the main and implementation project and supplement the building permit. Construction work will last for 38 months, and according to the plans of the Ministry of Health, the construction of the first phase should begin in 2026 and end in the spring of 2029, when the hospital is expected to open.

The hospital will be built in two phases in the area east of the never -completed university hospital, from which only EO1 object, area of ​​7,252 m², will be used. This facility will be connected to the new hospital underground tunnel of 188 meters and will serve as a logistics center with charging books for automated vehicles, kitchen, pharmacy, laundry and administration.

The new hospital, whose conceptual studio was made by the company Jiss2m, will cover a total of 44,788 m² in the first phase, with a cellar-floor schedule of a maximum floor area of ​​111×112 meters. It is predicted to have a total of 481 hospital beds and an additional 300 beds at a day hospital.

The ground floor and first floor are reserved for emergency reception, diagnostics, ambulances, operating blocks and intensive medicine, while the second and third floor will contain hospital departments – from general pediatrics to oncology and infectology.

In the first phase, the NDB will move the Children’s Hospital in Klaićeva and a pediatrician from KBC Sisters of Mercy. In the second phase, it is planned to relocate the content from Kukuljevic, Goljak and the part from KB Mercury.

Particular emphasis puts the project on sustainability – as much as 84 percent of the energy needed will come from renewable sources, primarily geothermal energy, thanks to the natural resources of location and the concession that a private company has there.
