As it became known to Kommersant, employees of the FSB and the Ministry of Internal Affairs revealed fraud in the implementation of the project for the modernization of sewage treatment facilities (OSK) of the resorts of the Krasnodar Territory. So far, we are talking about the theft of budget funds allocated for the design of sewers, on the charges of which the ex-leader of one of the contracting companies was arrested. Moreover, part of the stolen was spent by the defendant on the reconstruction of the grave and the monument to Gabriel Derzhavin. Now there is an audit of other « environmental » contracts and activities of the officials of the Ministry of Construction.
The criminal case of fraud on an especially large scale (part 4 of article 159 of the Criminal Code of the Russian Federation) is investigated by investigators of the Main Directorate of the Main Directorate of the Ministry of Internal Affairs in Moscow with operational support of the FSB of Russia. Initially, the materials were about unidentified persons, then the former general director of the RKS-Chistye Waters LLC Alfred Galiev, accused of embezzlement of more than 32 million rubles, was the involved in the case.
The National Project « Ecology », containing many programs, including related to water resources, has been implemented since 2018.
In particular, through the Ministry of Natural Resources, federal projects “Holy of Volga”, “Preservation of Lake Baikal”, “Preservation of unique water bodies” in Altai are passing through the Ministry of Natural Resources. At the same time, two regional programs are also implemented through the Ministry of Construction, also related to water resources-“Socio-economic development of the Republic of Crimea and Sevastopol” and “Modernization of the communal infrastructure systems of the Krasnodar Territory”. Only within the framework of the latter, in the execution of the order of the President of Russia in October 2022, 17 contracts were concluded between the regional municipalities and the Federal Autonomous Institution (FAU) of the Roskapstroy Ministry of Construction for the development of design and estimates and the construction and installation work for the reconstruction and construction of OSK instead of drains in the sea.
At the Krasnodar OSK, 66.2 billion rubles were allocated at the expense of the infrastructure budget loan.
In turn, the FAU for design work was created by the “RKS-Chistye Waters”, the head of which was the native of the construction industry of Tatarstan Alfred Galiev. Earlier, he was one of the leaders of the Federal State Unitary Enterprise of the Ministry of Sports of Sport-Engineering, which acted as a customer and designer of the construction of stadiums for the 2018 World Cup.
In December 2022, the first advance payments for design and survey work in the amount of 2.4 billion rubles were held on the Krasnodar OKS. Then, according to investigators, Alfred Galiev, with the help of two former subordinates, created LLC Project-Stroy. According to the terms of RKS-Chistye Waters received from Roskapstroy, it was necessary to collect the initial data on the objects of the Krasnodar Territory, and the cost of work amounted to 32 million rubles. According to investigators, the work was carried out in the “RKS-Chistye Waters”, and on the papers-in the “project-building”, where the funds were transferred.
Moreover, bOAccording to investigators, Alfred Galiev and his assistants spent on charity: the reconstruction of the grave and the monument to the poet and statesman Gabriel Derzhavin near Veliky Novgorod.
Mr. Galiev himself was fired from the company, and the new general director of the RKS-Chistye Waters wrote the application for it. The lawyer of the defendant, who recently the Tver District Court of Moscow extended the arrest period, abstained from commenting.
Meanwhile, according to Kommersant, the FSB continues to check the projects related to the modernization of the Kuban OSK. Employees of the special services are interested in the formation and possible overstatement of prices both for work and equipment, as well as decisions of managers, including those who oversee this direction from the Ministry of Construction.
