When did industrial parks in Ukraine work and work?
The concept of industrial park has been enshrined in the Ukrainian legislation since 2013, but their active development began after a full -scale invasion. Not all registered parks actually work, that is, they have a management company, engineering networks, at least one built object and at least one operating enterprise. In 2024, the proportion of working parks was 30%, which is much better pre -war indicator in 7.5%.

The grounds for this are: the absence of a management company within two years from the moment of registration of the park, failure to submit reports to the Ministry of Economy twice in a row, and if none of the park members has started activity for three years.
However, exclusion from the Register does not mean closing the park – it can continue to work, but without receiving government benefits. Also, six months after exclusion from the register, the park may re -apply for inclusion in the Register.
Active work on the exclusion of industrial parks from the Register began in 2025. In the first four months the status of a registered industrial park has lost 4 subjectsand the government is considering the possibility of exclusion 15 parks.

However, these incentives began to be provided only in 2024, when the budget for the first time since 2013 was provided for the financing of industrial park infrastructure in the amount of UAH 1 billion. Although co -financing mechanism worked only in the summer of 2024, the state has already agreed on support 15 industrial parks for the amount of UAH 1.13 billion. The funds were allocated for the construction of access roads and railways, the arrangement of sewage systems, external water and power supply networks, as well as connection to the power grids.

Encouraging individual entities can distort competition and promote corruption. That is why most countries give up direct budget assistance to industrial parks in favor of consultative support, preferential lease of land or premises, discounts on utilities. Tax incentives are usually limited to tax vacations or tax exemption and duties on import of high -tech equipment.
In Ukraine, industrial parks are at the initial stage of development. According to the statistics of 2022 export of industrial park products was only 0.0146% of total exports Countries.
