8 criminal cases and 12 reprimands: police reported the results of inspections in children

Police opened 8 criminal proceedings after representatives of the Human Rights Commissioner visited boarding schools, kindergartens, psychoneurological dispensaries and children’s rehabilitation centers.
In all establishments checked by the representatives of the Commissioner, they found a violation, the Ombudsman Secretariat in response to a request reported Hromadske.
The reprimands declared 12 employees, one person was removed from work with children a year, and two executives were released.
In total, during 2024, 845 monitoring visits took place, another 55 – from the beginning of 2025.
Inspections covered 80 psychoneurological boarding schools, 8 boarding schools, 8 centers of social and psychological rehabilitation and one shelter for children.
Among the violations revealed:
- shared use of personal hygiene by children;
- exceeding the number of pets in rooms;
- use of overdue products;
- Violation of sanitary requirements in food blocks.
In some cases, children were prescribed psychotropic drugs without the permission of legal representatives and without proper medical indications.
Some children were kept in institutions without legal grounds. And more than 75% of the budget of such institutions was spent on the salaries of employees and utilities.
As a result of the inspections, law enforcement officers opened 8 criminal proceedings.
