200 days wait after opening a bakery

The caterer Axel Þorsteinsson conscientiously switches tickets in the window on his bakery at Barónstíg every day. The ticket states that Hygge is waiting for an operating license from the city authorities. Today is 200 days since Axel first applied for an operating license.

« We applied in November last year when Nebraska was closed in the same premises. Then we made the mistake of installing one and a half plaster.

Hrygg has been running a good reputation at Seljaveg for almost three years. There is no license for production, so Axel and his colleagues intended to add another bakery where products could be produced for both bakeries. Ambition is laid in production, whether it is jam or bread. Everything is done from scratch, nothing is purchased frozen as is common in many other places.

Axel puts a new ticket in the window every day that shows the waiting for permission.

Extremely onerous regulation

Axel says his travels are not smooth in communication with the Reykjavik Health Authority. The tone was given immediately in the first answer he received from the supervision. « Hopefully, it’s not the location you have thought of having a production bakery? » said in a response to a health representative.

The caterer is surprised that a health representative believes he has the power to decide which activities should be at home in each space regardless of land use, existing lease or approved. In fact, he says that from the beginning, the Health Authority has done everything to prevent the opening of the bakery; Used construction representative pressure and delay the matter by not responding to mail for 10-14 days at any time. It has extended both the procedure.

On top of everything, the matter was delayed further because of a new regulation that came into force in May. It means that once a permit has been approved, it is presented in the presentation on the Health Inspectorate website for four weeks where comments can be made. At that time, people may have to wait up to four weeks after the final decision of the supervisory employees. Axel says that the regulation shows well how little is being considered for restaurant operational security. It is not possible to go into the advertising process until all permits are in the house. « And then it should sit on the spot for 4-8 weeks while they are going over the issues, » he says.

Incomeless for six months

« We have been in a damn war with them. I have sent inquiries to officers at the Health Inspectorate, both the old and the new mayor and the minister. It’s just like there are a lot of people who attend the work but are not working, » says Axel.

He said he had requested that the Health Authority grant a preliminary license so that he could open the bakery. « I have been incomeless for six months with the rent here. I think it is an emergency that justifies a temporary license, but they don’t think so. »

Hygg’s operating license on Barons Path went on a neighborhood presentation at the beginning of last week. « Now it is two weeks out of these four so it goes to the country. But we have missed Christmas and the day, we are now missing out on Pentecostal weekend and June 17 and it is all muddy. You are wondering why this is so difficult. city. «

Endless problems

Axel and his colleagues gave up on hold this spring and bought another bakery to be able to produce and keep the company going. Now the production is in the old Bread House in Grímsbæ. « We bought the ID number. The bakery has been licensed at that location for 50 years. But since we took us in March, the Health Control has come to visit twice. »

Axel is a baker and pastry and has worked worldwide. He has just returned home and says it has come as a surprise how the system is here. « It is endless to set up problems for you instead of solutions and guidance, » says Axel, adding that different attitudes will meet him depending on which health representative is involved. A health representative who has come to Grímsbæ work with them, guidance and manages things in the right direction. « Of course, we have the same goal, to ensure food security. »

However, the Health Representative who manages Baronsstig has provided small instructions and only set up problems, says Axel.
