12 Principles of future outmark policy

Our culture of nature is the most important thing we have, and one of the things that holds the entire Sami worldview together. We have therefore created a 12-point list with the most important principles we will work on as soon as we get a majority at the Sami Parliament.

We are now losing a lot of culture and knowledge. As long as we are not allowed to use nature as before, much of the knowledge disappears, and we lose the belonging to Sami and Kven culture, which is crucial to our way of life in the north. We plunge ordinary access to nature, with and without engine, the opportunity to fish in fishing water, and to reach berry areas in a sensible way.

Of course, our principles are not exhaustive, over years we have proposed in the budget to start large projects. We will have more inland fish and berry reception, more mountain lodges, improved mountain trajectories. And most importantly: In order to achieve this, our right to practice our own culture, even with modern aids, must be confirmed in legislation. The time when social control over Sami is exercised must soon be over.

When we address this, we are constantly attacked by environmental enthusiasts with the traditional comment « But you can just go – it is free for everyone ». There is so much argument. Of course we go too! But we should not be forced to live as in the 18th century to be the same. We have the same needs as reindeer husbandry to also be able to use modern aids, simple and easy.

Proposal for New Case: Principles of Natural Use and Nutrition in the North

The Sami Parliament adopts the following principles for the field industry and use, which will be an essential part of Sami’s policy and will be followed up the next four -year period.

1. All land use users shall have equal rights to traffic in nature and safeguarding their own culture and identity. An entire culture of nature should not be on an exemption. Efforts must be made to get the rights confirmed in legislation and followed up in all administration.

2. Everyone who runs the outfield industry shall have the same and equal rights to traffic in nature in connection with industry.

3. The reindeer husbandry law shall be balanced so that an industry cannot decide on other nature users.

4. State landowner and FeFo in Finnmark, will facilitate the recognition of the Sami nature of nature for residents and be recognized with practical measures.

5. Coastal and mountain lodges will be developed in the north, linked to existing mountain lodges, which are connected by footsteps and trails for motorized traffic. This will contribute to facilities for accommodation and experiences in nature for both residents and visitors.

6. Economic incentives and assistance are provided for the development of more berry and inland fishing reception in the north.

7. If industrial development is to be allowed in the outfield, one must first ensure that the locals have access to, and the right to use nature to safeguard their own culture and identity.

8. The Sami Parliament shall have the foremost priority that the Motor Transport Act should be changed, and must recognize and provide personal rights directly to outfield users, while at the same time all the nature industry athletes must have equal rights to traffic in the outfield.

9. The conservation period in May-June is repealed (Motor Transport Act)

10. Cultural events are developed such as inland fishing festivals, berry anchoring festivals, competitions and seminars, which support the strong culture of nature in the north.

11. Work is being done on the state manager to prevent their discriminatory practices to be put on, with a view to motor traffic. The People’s Natural Culture should be recognized and developed.

12. Economic incentives will be provided for competence measures that increase the knowledge of nature use and industry.
